UNFPA’s strategic plan (2022- 2025), focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices.
UNFPA Programmes in the State of Palestine aims to contribute to the achievement of SDGs 3, 4, 5, 10, 16 and 17, and support implementation of the national voluntary commitments on ICPD+25 made in Nairobi in 2019. Aligned with the UNFPA Strategic Plan, 2022-2025, the vision and focus for the country programme is to urgently accelerate reduction of stagnated unmet needs for family planning and increasingly higher rates of gender-based violence and child marriage, while simultaneously returning to and sustaining earlier gains on maternal mortality. The proposed programme recognizes the unique operating environment and challenges within which it will be implemented, including an ever-evolving humanitarian context.
Considering the protracted crisis for a long time, the occupied Palestinian territory has concurrently had both humanitarian response and development plans. The ongoing programme continues to respond to the humanitarian needs of the population within the humanitarian response, while also working on a more sustainable response for improved resilience. It focuses on vulnerable communities in the Gaza Strip, the West Bank and East Jerusalem.
The country office is seeking to recruit a Program Support consultant to support program development, implementation and resource mobilisation in Gaza.
Under the direct supervision of the Gaza Head of Office and technical supervision of the Youth Analyst, the incumbent will undertake the following tasks.
(1) Program Development and implementation support: Participates in the development/revision of AWP for AY partners. Evaluates project and programme activities, establishing and implementing mechanisms to systematically assess the achievement of results, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports. Analyzes factors affecting the achievement of results, recommends corrective actions and follows up on recommendations.
Key deliverables

Ensure Implementing partner AWP revisions done in a timely manner for three partners (MAAN, SDF and SYFS.

Ensure submission of partner quarterly progress reports in a timely manner- for quarter 3 and 4.

Follow up with AY partners to ensure implementation is according to plans.

Follow up with Gaza AY partners with the implementation of all audit recommendations.
(2) Knowledge management. Supports the documentation of good practices, information analyses and review of M&E related products.
Key deliverables

Finalization and dissemination of the Multipurpose youth centers (MPYCs) standard operation procedures (SoP)

Maintenance of the MPYCs and girls’ centers dashboard and youth volunteer’s dashboard.

Document one best practice for the adolescents and youth portfolio in Gaza.
(3) Resource Mobilisation and advocacy: Supports advocacy and resource mobilization strategy of the CO by compiling and synthesizing relevant background material for use in discussions and public events.
Key deliverables

Be a UNFPA Gaza focal point for the joint education project funded by Italy and ensure UNFPA interests are well positioned and respond to any requests from the lead agency in a timely manner.

Contribute to proposal development in close collaboration with the CO AY team.

Represent UNFPA AY program at the education, protection clusters and AAP working group.
4. Any other duties as assigned by the supervisor and AY team

The consultant is expected to submit a monthly sheet of accomplished tasks.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
The consultant will share monthly reports of completed tasks at the end of each month
Supervisory arrangements:
The consultant will report to the Gaza HoO

Required expertise, qualifications and competencies, including language requirements:
The consultant should have the following expertise and qualification:

Relevant university degree in social studies, public health, development and any other related fields.
●
Minimum 4 years of hands-on experiences in monitoring and evaluation, conducting research, data collection, analysis, and reporting.
●
Strong technical expertise in humanitarian program delivery.
●
Experience of working on health, gender equality/ GBV, Adolescent & youth empowerment is desirable.
●
Experience working with UNFPA or other UN agencies is an asset.
●
Fluency in English and Arabic languages.
Inputs / services to be provided by UNFPA or implementing partner (e.g. support services, office space, equipment), if applicable:
The consultant will receive day-to-day information on UNFPA programme delivery from the team based in Gaza. Office space will also be provided when needed. For official works, the consultant can access an office vehicle and other assets depending on the availability in coordination with the Head of Office Gaza
Other relevant information or special conditions, if any:
UNFPA will not be in position to provide accommodation for the consultant.
The consultant is expected to work full-time (5 days per week).
